
Rules & Regulations for Mabali Sports Shooting Club (MSSC)
- All activities on Mabali Sports Shooting Club (MSSC) premises relating to the transportation, carriage, and discharge of firearms shall be in accordance with the current Government regulations as well as Mabali Sports Shooting Club (MSSC) rules.
- Visitors interested in using the shooting range must first register at the reception, where they will be issued a coupon to be handed over to the range staff. At the range, the member will be required to sign an undertaking.
- Requests for the use of Mabali Sports Shooting Club (MSSC) firearms and/or ammunition must be made at the reception.
- No Mabali Sports Shooting Club (MSSC) weapon or equipment is allowed to be taken out of Mabali Sports Shooting Club (MSSC) premises. Any surplus ammunition after shooting shall not be taken by the visitor.
- Members will be responsible for their own safety, and Mabali Sports Shooting Club (MSSC) will not be held liable for any mishap or accident that may occur.
- Spectators are not allowed to enter the shooting gallery in the case of indoor ranges and must remain within 10 feet of the firing line in the case of outdoor ranges.
- Cameras, mobile phones, portable sound devices, flash emitters, and smoking are not allowed on the ranges.
- Persons under the influence of drugs or alcohol intoxication will not be permitted on the ranges.
- Pets are not allowed on the ranges. Those who would like to train their dogs against gun shyness require special written permission from the administration.
- Shooting will only be permitted on Mabali Sports Shooting Club (MSSC)-provided targets. Shooting at bottles, cans, or other objects (on the ground or elevated) is prohibited. Apart from range staff, no other person is allowed to place/erect targets.
- Hunting or shooting of wild animals at Mabali Sports Shooting Club (MSSC) is prohibited.
- Children under the age of 14 will not be allowed to shoot at any range.
- Misbehavior of any kind (verbal and/or physical) will not be tolerated.
- Shooters wearing shalwar kameez, open chappal/sandals, high heels, topless attire, mini shorts, and miniskirts will not be allowed.
- No weapons are allowed in other parts of the resort. Shooters waiting to use a range may deposit their weapons at the armory or at the range under the supervision of the Range Safety Staff.
- No one is allowed to walk around Mabali Sports Shooting Club (MSSC) premises with a loaded weapon, except when at the firing point.
- No shooter will be permitted more than four (4) firearms per visit, per range.
- In case of damage to Mabali Sports Shooting Club (MSSC) property or assets, the responsible members will be held liable for the cost of repair.
- At the range, the decision of the Range staff will be final and binding. Any complaints should be submitted in writing within three days to the Mabali Sports Shooting Club (MSSC) for consideration.
- Scheduled activities such as tournaments or practice sessions approved by Mabali Sports Shooting Club (MSSC) will take precedence over informal shooting.
- All shooters of National and International Standard affiliated with the National Rifle Association of Pakistan are allowed to use Mabali Sports Shooting Club (MSSC) ranges free of cost. However, they shall abide by Mabali Sports Shooting Club (MSSC) rules and regulations.
Approved Standards for Weapons, Ammunition, and Allied Equipment at Mabali Sports Shooting Club (MSSC)
All approved weapons, ammunition, and allied equipment are available at MSSC for member facilitation against a fee. If a member chooses to use their own weapon and/or ammunition, the following rules apply:
- Legally Owned Firearms: Only legally owned and possessed firearms are permitted on MSSC premises.
- Automatic Firing: No firearm shall be fired on a fully automatic mode.
- Prohibited Firearms: The use of automatic rifles, pistols, shotguns, sub-machine guns (SMG), machine pistols (micro & macro), and light machine guns (LMG) is prohibited.
- Black Powder Guns: The use of black powder guns (muzzle loaders) is prohibited.
- Customized/Tampered Weapons: Customized or tampered weapons and/or ammunition are prohibited, except when the weapon has been customized by a licensed and accredited manufacturer (proof or undertaking required).
- Range Use for Handguns:
- Any bore revolvers and pistols may be used at the outdoor designated range from a fixed distance of 25 meters.
- For safety reasons, shooters must maintain a minimum interval of 1 second between shots.
- Prohibited Ammunition: The use of incendiary, armor-piercing, and tracer ammunition is not allowed.
- Magnum Loads and High-Velocity Ammunition: Currently, magnum loads and high-velocity ammunition are not allowed.
- Multiple Loading Limits:
- Center-fire handguns: Limited to 10 rounds.
- .22 rimfire rifles and handguns: Limited to 5 rounds.
- Shotguns: Limited to 2 rounds.
- Optional Equipment: Shooters may use telescopes, laser sights, and/or range finders.
- Safety Gear: Shooters may use shooting gloves and are encouraged to use shooting jackets, ear plugs, and eye protection.
- Range-Specific Equipment: Only weapons and ammunition approved for a particular range may be used on that range.
General Safety Rules
- No weapon is allowed to be fired in the absence of the Range Safety Staff.
- No weapon is allowed to be fired when the red flag (outdoor ranges) or red lights (indoor ranges) is operational.
- All firearms must be operated in a safe and reasonable manner. Carelessness will not be tolerated.
- All uncased firearms must be handled with the action open and empty of ammunition, except when in the firing position. Firearms not in use must be unloaded and either cased or placed in a designated storage area.
- Ensure that the firearm is clean before firing.
- Ear and eye protection are required for all persons on the firing line.
Firing Procedures
- All firing must be done from the designated firing line, and the shooter must remain stationary.
- Firearms must be unloaded with the action open and placed on the table, in a case, or in the designated storage rest before any person proceeds down range.
- Indoor range: Turn on the Red Warning Light.
- Outdoor range: Hoist the Red Flag.
- Firearms must not be handled or touched when someone is down range or when the Red Warning Light/Red Flag is operational.
- Before proceeding down range, communicate and receive acknowledgment from the Range Safety Staff.
- Prior to shooting, visually check all areas (firing line, mid-range, target area, and beyond impact) for other persons.
- Shoot only into the designated backstops from the corresponding firing points.
- No cross-firing is permitted.
- All shots must be confined to target berms.
Handling and Misfire Rules
- A loaded firearm must never be aimed or pointed above the target area.
- In case of a misfire or bullet jam:
- Point the barrel of the gun toward the target.
- Raise your hand for assistance from the Range Safety Staff.
- Wait 10 seconds before opening the chamber.
- All firearms must be cleared of ammunition with the action open before leaving the firing line.
- Upon hearing the command “CEASEFIRE,” regardless of who gives the command:
- Stop all shooting immediately.
- Place the firearm on the table or floor at the firing position and unload if instructed.
Key Safety Reminders
- Treat all firearms as if they are loaded.
- Always keep the muzzle pointed in a safe direction.
- Keep your fingers off the trigger and outside the trigger guard until you are on target and ready to fire.
- At MSSC, never load your firearm until you are at the firing station and ready to use it.
